The Collins’ Speak
Following the hate related death of their son, and since establishing the 2nd Lt. Richard W. Collins III Foundation, Dawn and Richard W. Collins Jr. in conjunction with the State of Maryland and Bowie State University have sought to define their son’s legacy through the foundation’s ROTC scholarship fund. To further Richard III’s legacy, the Collins’ and like-minded supporters seek to influence lawmakers to strengthen hate crime laws across the country, just as they’ve done with the passage of the Richard Collins’ Law in the State of Maryland.

Through first hand experiences, during the years following their son’s death the Collins’ have gathered valuable insights into the personal effects of hate crimes. Also, how a simple phrase in the language of the law can lead to a just or an unjust legal ruling. The hate crime consequences visited upon Dawn and Richard’s family is a personal story that is overwhelmingly heartbreaking, but at the same time uplifting and inspirational. Their story is unique among some of the most highly publicized hate crimes in recent memory. A story Dawn and Richard wish to share with all who will listen.
