The tragic loss of 2nd Lt. Richard W. Collins, III is only magnified due to his intense desire to continue his family’s proud military tradition. The murderer struck just days after Richard had been commissioned and days before for graduation and reporting for duty. Due to an Army ruling that prohibits benefits to commissioned officers that have not reported for duty the Collins family was denied death benefits. Thanks to the diligent efforts of the Collins family and supporters that decision has been reversed and they now receive full military death benefits. Legislation is now moving through the U.S. Congress to prevent their situation from occurring to any future similar circumstance.
